The relevance and necessity of the dissertation topic is that the acceleration of the development process of countries in the world requires the use of mass media in the formation of innovative thinking of young people, raising their legal consciousness and legal culture. Mass media are gaining importance in ensuring the participation of citizens in the management of society and state life, conveying their goals and objectives to higher management systems, establishing a constructive dialogue between the people and the state, and achieving innovative development. From this point of view, it is of urgent importance to reveal the functional features of mass media aimed at updating social existence, community life and people's worldview, as well as their ideological foundations based on the laws of innovative thinking.

Scientific-technical, innovative and experimental, special, fundamental and scientific-practical researches aimed at increasing the role of mass media in the formation of innovative thinking, ensuring sustainable development and achieving the effectiveness of democratic reforms are being carried out in world science. Determining the role of mass media in the formation of innovative thinking and determining the modern conceptual basis for determining their impact on socio-cultural integration, society and human relations is becoming a requirement of the time. Therefore, the need to determine the subjective, creative, psychological principles of innovative thinking and its social functions, such as the development of science, technical and technological innovation, international ethno-tourism, and the creation of innovation reserves, is increasing.

At the new stage of development of our country, reforms are being carried out to support and develop the activities of mass media, to increase their role in solving the problematic issues of social and economic development. From now on, special attention will be paid to the support of the industry by our state and society in order to further deepen the processes of democratic renewal in our country, to increase the efficiency of mass media activities, and to encourage the hard work of its representatives in every way. We consider this path to be one of the most important directions of state policy and will continue to do so." From this point of view, the activity of national mass media and centres in the media space, creation of socio-legal mechanisms of formation of innovative thinking, development of scientific-rational and constructive ways of promotion of humanitarian principles are gaining importance.
